Public buildings are owned for a long time, and that changes how a roof should be managed. A city hall, a courthouse annex, a fire station or a maintenance yard is not sold in five years, so the question is never only whether a roof leaks today. It is what the roof will cost to keep over the next twenty years. Step one is to put every public roof on one list and learn its condition.
In Wichita Falls, TX the City of Wichita Falls is the fifth-largest employer with about 1,217 people, and the county seats of Wichita, Clay and Archer counties each hold their own public buildings. We inspect low-slope and metal roofs for public owners, document what we find, and plan repairs and replacements in the order a budget can carry.
Count the roofs before the budget
Most public owners hold a wider mix of buildings than a private owner. There are offices, recreation buildings, water and utility structures, vehicle bays, libraries, and storage sheds, and each has a different roof with a different need. A single inspection program treats them as a set while still reporting each roof on its own. A leaking vehicle bay and a dry library roof should not share a line item.
We start by walking each building and writing a short record: roof type, estimated age where known, drainage, penetrations, past repairs and visible wear. We then rank the roofs by consequence and by remaining life. That ranking becomes a basis for a yearly repair list and a longer-range replacement schedule, which a finance director or council can read without a roofing background.
Specialized public structures need their own questions. A pump house, a transfer building or a vehicle bay may have a small roof but an important job, and a leak can shut down equipment or put a crew out of service. We ask what runs underneath, which hours the building is staffed, and whether work can be done while it operates. A small roof often needs the most careful sequencing.
Hold vacant buildings dry until their last day
Public owners sometimes inherit buildings with no tenant and an uncertain future. The Sikes Senter mall on Midwestern Parkway is a local example: a single-story enclosed mall that opened in 1974, with all four of its major tenant spaces now vacant. The city bought the property in October 2025 and has discussed demolition near the end of 2027.
Whatever the final plan, a building that stands for years needs to stay weathertight, because water inside a vacant structure grows into a cleanup cost and a safety concern. We look at what level of upkeep a holding period calls for: drains cleared, openings sealed, flashing checked and a record kept. That is a smaller commitment than a full program, and it protects the owner against paying twice. The same problem faces any owner along the Midwestern Parkway corridor who holds a building through a long transition.
Heat, hail and tornado history
Public roofs face the same weather as every other roof in town. About 28 days a year in Wichita Falls reach 100 degrees, and that heat works on membranes, sealants and flashing every summer. Hail has struck Burkburnett, Iowa Park, Electra and Sheppard AFB in earlier events, and the F5 tornado of April 3, 1964 did heavy damage downtown and scattered debris across all four runways at Sheppard AFB.
History is context, not a finding. A downtown building from the 1960s has a roof that has been repaired or replaced since, and the only way to know its present state is to walk it. An inspection of a downtown Wichita Falls building therefore starts with the roof in front of us, checks for hail bruises, lifted seams and fastener back-out, and leaves the history for the planning stage.
Wind and fire safety also shape public roofs. Many municipal buildings have rooftop equipment, antennas and conduit that were added over the years, and each addition is a penetration that needs a sound flashing. We look at all of them, record which ones are active and which are abandoned, and recommend removing the dead ones so they stop being future leaks.
Repair, restore or replace
A clean rule helps a budget: repair a dry roof, restore a dry roof near the end of its life, replace a wet one. A roof coating or restoration may suit a sound membrane that needs more years, and it often costs less than a tear-off. Replacement is the call when insulation has taken on water or the membrane is past holding a patch.
Public owners also weigh long-term upkeep. A reflective system lowers heat load, a simple layout is easier to maintain, and clear drains protect the roof for years. We discuss each option in terms of what it costs to keep, not only what it costs to install, and we write the scope so that more than one qualified contractor could read and price it fairly.
Work with the purchasing process
Public work follows the owner's own process, whether that is a bid, a quote or a cooperative contract. We provide a written scope, photographs, quantities and a schedule of values so that approval is simple. Change orders are described in plain terms before work begins, and daily reports keep the owner informed of what was done and what is next.
On larger projects the owner may bring in an architect or a construction manager, and we coordinate with general contractors on tie-ins and flashing details. Campus buildings run by school districts and state facilities such as the North Texas State Hospital campus raise similar record-keeping questions. After a storm, insurance claim documentation can be assembled from the same files.
Training and turnover matter, too. Facility staff change, and a record that lives in one person's head disappears with them. We hand over roof plans, photos and maintenance notes in a form that the next staff member can open and use, so the program continues from one budget cycle to the next without starting over.
Commercial Roofing Questions
What does a public owner get from a roof inspection?
A written record of every roof: condition, photos, recommended action and a rough order of priority. It supports repair budgets, capital plans and any later claim with a clear history of the roof.
How should a city handle a building that will be demolished?
Keep it dry until demolition. Clear drains, seal openings and check flashing on a schedule. The goal is to avoid interior damage and safety hazards without spending as if the roof were permanent.
Can repairs be phased over several fiscal years?
Yes. We rank roofs by consequence and remaining life, then group work into steps a budget can carry. Urgent leaks go first, and larger replacements are placed where the plan allows.
What makes a scope easy to bid?
Clear quantities, photos, roof plans, existing layer details and access notes. When all bidders read the same facts, the prices can be compared without surprises.
Does a past tornado affect how we inspect downtown roofs?
The 1964 storm is history. Current roofs are judged on their own wind resistance, edge metal and condition. We check those directly and do not assume anything from the past.
How is an emergency leak handled in a public building?
We respond at any hour, stop the water, protect the space below and photograph the damage for the file. The permanent repair is then scoped and scheduled through the owner's normal approval process.
